Dear customers, we would like to draw your attention to important information.
The European Union continues to impose sanctions that restrict the export of goods from EU countries to the CIS countries. Since the lists of such restrictions are regularly updated, it is important to always check the current lists of permitted and prohibited categories. It is recommended that you independently verify whether your product falls under the current sanctions.
The EU documents provide classifications of HS codes and descriptions of items. In particular, starting from page 31 of one of the decisions, you can find a list of luxury goods. Cost thresholds are specified for these categories: if no limit is specified, the unit price should not exceed 300 euros. If there is no code in the list, export is allowed regardless of the price.
A complete ban on the export and import of certain goods is enshrined in document L 111/1 dated April 8, 2022. Additional clarifications and expanded code lists are contained in decision L 259 I of October 6, 2022.
A brief excerpt on "luxury" goods:Clothes, shoes and bags - over 300 euros; equipment (smartphones, laptops, headphones, etc.) - more than 750 euros; musical instruments - above 1500 euros.
Briefly about the complete ban:In the CIS countries, the export of processors, drones, echo sounders, as well as used clothes and shoes is not allowed.
Further packages of sanctions supplemented the list of restrictions:
— the ninth package — decision L 322 I/1 dated December 16, 2022;
— the tenth package — number L 059I dated February 25, 2023;
— the eleventh — entered into force on June 23, 2023;
— February 24, 2024 and June 24, 2024 — new restrictions, including a ban on sending smartphones, audio media, lighting devices, audio equipment and components to the CIS countries;
— On July 20, 2025, the eighteenth package was adopted, which banned the export of a number of industrial and household goods (metal and plastic products, fittings, ventilation equipment, detergents, furniture components, etc.).
In addition, there is a separate list of prohibited categories for import into the CIS countries:
extremist and pornographic materials, weapons and ammunition, drugs and psychotropic substances, radioactive materials, plants, animals, ethyl alcohol, tobacco, cultural values, perishable goods, precious stones, and other categories specified in regulatory documents.
